Creates the Mississippi River Delta Promise Zone Act of 2019 to revitalize the Delta Region through job creation, increased investment, community development, and educational attainment.

Designates 19 counties as part of the Promise Zone: Adams, Bolivar, Carroll, Claiborne, Coahoma, Holmes, Humphreys, Issaquena, Jefferson, Leflore, Panola, Quitman, Sharkey, Sunflower, Tallahatchie, Tunica, Warren, Washington, and Yazoo.

Requires the Mississippi Development Authority to develop new strategies for economically challenged areas in the Delta Region to increase business activities.

Establishes a governing board composed of representatives from colleges and universities, counties and municipalities, local and regional development organizations, banking and finance, small business owners, and innovation entities.

Designates the Mississippi Delta Strategic Compact, a 501(c)(3) nonprofit organization, as the administrator of the Promise Zone, effective July 1, 2019.
