Amends Section 31-31-11 to clarify that the Mississippi Telecommunication Conference and Training Center Commission may use remaining funds in the reserve fund for facility maintenance, renovations, improvements, and additions effective July 1, 2019.

Changes the tax collection authority from the State Tax Commission to the Department of Revenue for the 75-cent per day occupancy tax on hotel and motel rooms in Jackson.

Brings forward Sections 31-31-7 and 31-31-9 listing the commission's powers and establishing the Mississippi Telecommunication Conference and Training Center Fund for revenues collected from facility fees and charges.

Specifies that reserve fund monies must first pay debt service on bonds for 40% of construction costs and all land acquisition costs, with remaining amounts available for facility maintenance and improvements.

Takes effect July 1, 2019.
