Amends Mississippi Code Section 37-19-7 to establish a five-year plan increasing public school teachers' salaries from 2019-2020 through 2022-2023 school years, with specific minimum salary schedules provided for each year based on teacher license type (AAAA, AAA, AA, A) and years of experience.

Beginning in the 2023-2024 school year, requires the State Department of Education to adjust the 2022-2023 minimum salary schedule annually so that the average Mississippi teacher salary equals the Southeastern average teacher salary as published by the Southern Regional Education Board (SREB).

Maintains existing provisions for salary supplements to teachers with National Board certification ($6,000 annually), school counselors with National Certified School Counselor endorsement, school nurses with national certification, and speech-language pathologists with appropriate credentials.

Preserves provisions for additional salary supplements ($4,000) for Master Teachers in specified critical geographic counties and performance-based pay programs based on student test score improvements.

Takes effect July 1, 2019.
