Imposes a $25 point-of-sale fee on every retail sale of a firearm, collected by sellers and remitted to the Department of Revenue.

Creates a special fund in the State Treasury to receive fee proceeds, with funds retained and not lapsing to the General Fund at fiscal year end.

Designates the Attorney General to administer the special fund for providing assistance to victims of mass shootings, defined as incidents where three or more persons are wounded by gunfire and not related to domestic relations.

Applies all administrative provisions of Mississippi Sales Tax Law to enforcement of the fee, including penalties and interest for nonpayment and noncompliance.

Effective date: July 1, 2019.
