Allows persons to submit requests for agency declaratory opinions electronically or in writing, in addition to the existing written request option.

Requires each agency to post instructions on its website explaining how to submit electronic requests for declaratory opinions and what information must be included.

Requires agencies to establish online portals to receive electronic requests for declaratory opinions.

Requires agencies to deliver copies of declaratory opinions issued in response to electronic requests electronically to the requesting person, rather than by mail.

Updates Section 41-7-205 to permit electronic submission of determination of reviewability requests and establishes July 1, 2019 as the effective date for these changes.
