Creates the "Smart State Act" establishing two grant programs funded by general obligation bonds to support technology improvements in Mississippi.

Authorizes $50,000,000 in state bonds for a Mississippi Development Authority grant program to municipalities for technology improvements in law enforcement, public safety, traffic control, transportation systems, and infrastructure, with maximum grants of $3,000,000 or 75% of project costs.

Authorizes $30,000,000 in state bonds for a State Department of Health grant program to hospitals, community health clinics, and federally qualified health centers for technology improvements to expand health care service availability, with maximum grants of $3,000,000 or 75% of project costs.

Establishes the "Municipalities Technology Improvements Fund" and "Mississippi Health Care Technology Improvements Fund" as special funds in the State Treasury to receive bond proceeds and manage grant distributions.

Requires both administering agencies to consult with Jackson State University (College of Science, Engineering and Technology for municipalities program; School of Public Health for health care program) when establishing grant guidelines, and bonds cannot be issued after July 1, 2023.
