Authorizes issuance of up to $1,900,000 in state general obligation bonds for repair, renovation, expansion, and improvements to the Mississippi Museum of Natural Science in Jackson.

Creates the "2019 Mississippi Museum of Natural Science Improvements Fund" as a separate special fund within the State Treasury to receive bond proceeds and disburse funds for project costs.

Bonds must be issued by July 1, 2023, with maturity not exceeding 25 years from date of issue, and interest rates subject to Mississippi Code Section 75-17-101.

Pledges the full faith and credit of the State of Mississippi to guarantee bond payment; any insufficiency in appropriated funds shall be paid from the State Treasury.

Bonds are exempt from all taxation in Mississippi and may be validated through the Chancery Court of the First Judicial District of Hinds County.
