Expands Medicaid eligibility to individuals under 65 years of age who are not pregnant, not enrolled in Medicare, and have income at or below 133% of federal poverty level, effective July 1, 2019.

Expands Medicaid coverage for children under 19 years of age whose family income exceeds 133% but does not exceed 200% of federal poverty level through the Children's Health Insurance Program (CHIP).

Eligible individuals under the new expansion categories receive benchmark or benchmark equivalent coverage as defined under federal law.

Repeals the Mississippi Children's Health Insurance Program Act (Sections 41-86-1, 41-86-5, 41-86-7, 41-86-9, 41-86-11, 41-86-13, and 41-86-15).

Division of Medicaid is responsible for determining eligibility and must redetermine eligibility for all recipient categories in accordance with federal law requirements.
