Requires all all-terrain and off-road vehicles (ATV/ORVs) owned and operated in Mississippi to obtain a certificate of number from the Department of Wildlife, Fisheries and Parks within 10 days of acquisition, with exemptions for foreign vehicles temporarily in state, government vehicles, racing vehicles, and vehicles with valid out-of-state numbers for up to 60 days.

Establishes application requirements for certificate of number including owner information, vehicle identification details, manufacturer's serial number, fuel type, primary use, proof of ownership, and sales tax documentation, with a $10 maximum fee per certificate.

Authorizes the Mississippi Commission on Wildlife, Fisheries and Parks to develop numbering system regulations and requires numbered vehicles to display the assigned number in plaintext, block characters that are plainly visible and readable without removing vehicle parts.

Prohibits removal, alteration, mutilation, or defacement of assigned numbers and imposes Class I violation penalties; authorizes seizure and forfeiture of ATV/ORVs with altered or removed identification numbers through court proceedings.

Deposits all fees collected into the Fisheries and Wildlife Fund to cover administrative costs of the numbering program and enhance law enforcement capabilities, effective July 1, 2019.
