Authorizes the Mississippi Department of Wildlife, Fisheries and Parks to lease land within Holmes County State Park for commercial and/or residential development, with approval from the Mississippi Commission on Wildlife, Fisheries and Parks and the Mississippi Development Authority.

Requires the Commission to affirm that any development will not be incompatible with the park's outdoor recreational purposes before approving leases.

Creates the Holmes County State Park Lease Development Endowment Fund to receive all lease rental payments, with fund principal remaining inviolate and investment income available for park improvements upon legislative appropriation.

Establishes a State Parks Development Legislative Oversight Committee composed of relevant legislative committee chairs and appointed members from both chambers to advise on park development decisions and inform Holmes County legislators.

Allows the Department to enter into contracts and agreements with private entities and government agencies to obtain services necessary to manage, maintain, operate, or improve Holmes County State Park.
