Establishes the "Mississippi All-Terrain/Off-Road Vehicle Numbering Act" requiring all ATVs/ORVs operated on public lands in Mississippi to obtain a certificate of number from the Department of Wildlife, Fisheries and Parks.

Allows voluntary numbering of any ATV/ORV owned and operated within Mississippi, with exemptions for foreign vehicles temporarily in-state, government vehicles, racing vehicles, and out-of-state vehicles with valid numbering from their jurisdiction for up to 60 days.

Requires owners to apply for certificates within 10 days of acquisition, providing detailed information including manufacturer details, serial numbers, owner identification, and proof of tax payment if purchased outside Mississippi.

Authorizes the Commission to set and collect fees not to exceed $10.00 per certificate, with all revenues deposited into the Fisheries and Wildlife Fund to cover administrative costs and law enforcement operations.

Mandates affixing a visible, tamper-evident number to each numbered ATV/ORV; makes altering, removing, or defacing the number a Class I violation under Section 49-7-141, effective July 1, 2019.
