Deems spouses and children of active duty U.S. Armed Forces members stationed in Mississippi as in-state residents for tuition purposes at state institutions of higher learning and community colleges.

Allows spouses and children to maintain in-state resident status as long as they remain continuously enrolled in good standing at a Mississippi institution, regardless of military reassignment.

Permits one voluntary withdrawal or non-enrollment for one semester or term due to medical conditions without losing resident status if physician documentation is provided.

Extends in-state tuition eligibility to spouses and children of Armed Forces members who die or are killed if they establish Mississippi residency within 180 days of death.

Takes effect July 1, 2019.
