Changes high school graduation rate calculations from a four-year to a five-year completion model for students earning a standard diploma for accountability purposes.

Amends Section 37-17-6 of the Mississippi Code to revise how the State Board of Education measures graduation rates in the performance-based school accreditation system.

Applies the five-year graduation rate calculation to school and school district accountability ratings as a compensatory component in determining overall school grades.

Takes effect July 1, 2019.
