Appropriates $2,627,120.00 from the State General Fund to the Office of Capital Post-Conviction Counsel for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Appropriates an additional $1,035,000.00 from special funds available to the office for the same fiscal year.

Directs funds be used to defray office expenses and represent all post-capital conviction appeals, relieving county governments from funding counsel and litigation costs for death penalty cases.

Effective July 1, 2019.
