Removes eligibility for earned time allowance and other sentence reductions for persons convicted of selling, possessing, or using controlled substances within a correctional facility, except that correctional staff convicted of such offenses are ineligible for probation, parole, suspension of sentence, earned time allowance, or any other sentence reduction.

Adds ineligibility for trusty-time allowance and earned time allowance for offenders convicted of selling, possessing, or using controlled substances within a correctional facility while employed there.

Prohibits suspension of sentence and probation for defendants convicted of selling, possessing, or using controlled substances within a correctional facility while employed at the facility.

Bars offenders convicted of selling, possessing, or using controlled substances within a correctional facility from receiving meritorious earned time.

Enhances penalties for violations involving illegal drugs or cell phones/components in correctional facilities, allowing courts to impose up to twice the authorized punishment in the court's discretion, effective July 1, 2019.
