Authorizes the Department of Corrections to award up to 10 days of sentence reduction for each 30 days of participation in a technical violation center, with forfeiture of credits if an offender causes disruptions or refuses to participate.

Allows the department to transfer offenders from a technical violation center to general population for the remainder of their revocation term if they pose a threat to institution safety.

Limits case plan requirements for parole-eligible inmates to those convicted after July 1, 2014, and removes specific timeframes for case plan development and inmate meetings.

Requires the department to establish rules determining inmate compliance with case plans and to notify the Parole Board if an inmate is failing to maintain compliance.

Establishes maximum imprisonment periods in technical violation centers for probation/parole violations: 90 days for first revocation, 120 days for second, and up to 180 days for third (with remainder of suspended sentence possible for fourth and subsequent revocations).
