Allows parents/guardians to transfer children to schools in adjacent districts if the child's residence is more than 30 miles from their assigned school, without requiring a petition to the receiving district's school board.

Requires the receiving district to have an accountability rating equal to or greater than the child's home district, and permits rejection only if insufficient space exists to accommodate the transferring student.

Permits siblings of transferred students to also enroll in the transferee district at the parent's/guardian's discretion, and allows lawfully transferred students to continue attending the transferee district.

Requires receiving districts to submit capacity statements to the State Department of Education, with available seats filled on a first-come, first-serve basis for transfer students without disciplinary infractions warranting expulsion or alternative school placement.

Directs the State Department of Education to develop a uniform tool for local school districts to calculate distances from schools to student residences for transportation route planning purposes.
