Authorizes electric cooperatives to establish, acquire, and own broadband affiliates to provide broadband services alongside their electric operations.

Requires electric cooperatives to charge affiliates and unaffiliated broadband operators the same pole attachment fees and facility usage rates charged to comparable private entities.

Mandates an economic feasibility study and board-approved plan before broadband services may be offered, with the study made available to cooperative members upon request.

Prohibits electric cooperatives from using electric energy sales revenues to subsidize broadband services, requiring broadband operations to be financially self-sufficient.

Establishes that broadband system use cannot diminish electric system reliability, cannot be required for customers to receive electric service, and cannot result in electric service disconnection for unpaid broadband fees.
