Amends Mississippi Code Section 31-7-13 to differentiate reverse auction procedures between state agencies and governing authorities for bids exceeding $50,000.

Requires state agencies to obtain Public Procurement Review Board approval if determining a reverse auction is not in their best interest, and must submit detailed written explanation of why.

Requires governing authorities to obtain approval from their governing board if determining a reverse auction is not in their best interest, and must document findings in meeting minutes.

Prohibits reverse auctions for public contracts involving design or construction of public facilities including buildings, roads, and bridges.

Effective July 1, 2019.
