Change State Board of Cosmetology licensing from discretionary ("may") to mandatory ("shall") for out-of-state cosmetologists, estheticians, and manicurists over age 17.

Out-of-state professionals may obtain reciprocity licenses by presenting a notarized copy of their current valid license from another state or a notarized graduation certificate from an accredited school, along with the required reciprocity fee.

Allow reciprocity applicants to begin practicing in Mississippi before receiving a board license, provided they submit required documentation and obtain the license within 30 days of starting practice.

Remove the previous requirement that reciprocity applicants' home states must grant the same reciprocal licensing to Mississippi professionals.

Amend Section 73-7-9 to clarify that the prohibition on unlicensed practice does not apply to persons authorized under the new reciprocity provisions; effective July 1, 2019.
