Authorizes a refundable $500 income tax credit for taxpayers who serve as active volunteer firefighters during the taxable year.

Allows taxpayers to receive a refund from the Department of Revenue if the tax credit amount exceeds their total income tax liability after accounting for other allowable credits.

Requires taxpayers to provide documentation verified by the county fire coordinator proving they are actively serving as volunteer firefighters and have continuously served for at least three consecutive years.

Directs the State Fire Marshal to promulgate rules and regulations to define and prescribe persons who qualify as active service volunteer firefighters.

Effective January 1, 2019.
