Requires new perpetual care cemeteries organized on or after July 1, 2019 to meet minimum acreage requirements based on county population: 40 acres for counties over 140,000 people, 30 acres for counties with 75,000-140,000 people, and 20 acres for counties with 75,000 or fewer people.

Increases the initial cash deposit required for new cemeteries organized on or after July 1, 2019 from $25,000 to $50,000 in irrevocable perpetual care trust funds before selling burial lots or making first burials.

Allows cemeteries with perpetual care trust funds of $50,000 or less to maintain certificates of deposit with automatic renewal and interest accrual, rather than requiring traditional trust management.

Requires county boards of supervisors and chancery clerks to provide the Secretary of State with a list of all perpetual care cemeteries in their counties by October 31, 2009.

Establishes the effective date as July 1, 2019.
