Creates a special fund within the State Treasury called the "Comprehensive Hurricane Damage Mitigation Program Fund" to be administered by the Department of Insurance for developing and implementing hurricane damage mitigation programs.

Requires the program to develop a comprehensive approach including cost-benefit studies on wind hazard mitigation, wind certification and hurricane mitigation inspections, financial grants for property retrofitting, and public education and awareness efforts.

Mandates that all mitigation measures must meet the "FORTIFIED HOME" standard established by the Institute for Business and Home Safety through rules and regulations adopted by the Department of Insurance.

Directs the Commissioner of Insurance to deposit the 4% surplus lines insurance tax into the Comprehensive Hurricane Damage Mitigation Program Fund, replacing the previous use of those funds.

Establishes an advisory council consisting of representatives from insurance agents, insurers, homebuilders, legislative committees, the Mississippi Windstorm Underwriting Association, and the Emergency Management Agency to provide guidance to the program administrator.
