Requires all driver's license personnel to be retrained on accepting civil rights complaints effective July 1, 2019.

Allows applicants without a Social Security number to obtain a driver's license by filing an affidavit under penalty of perjury confirming they have never been issued one.

Specifies acceptable documents for proving Mississippi residency, including utility bills, bank statements, employment verification, insurance policies, tax documents, leases, and government-issued photo identification.

Creates a new "certificate for driving" for persons with authorized temporary U.S. status (valid 1-5 years) and persons with disabilities (valid 4 years for work-related travel only), clearly marked as not valid for identification.

Applies all driver's license laws regarding financial responsibility, convictions, suspensions, and revocations to certificate for driving holders.
