Amends Mississippi Code Section 47-7-3 to make inmates convicted of capital offenses eligible for parole after serving a minimum of 10.5 years and completing their case plan, with a maximum sentence of 20 years if rehabilitative requirements are met.

Brings forward Section 47-7-3.2 regarding minimum time requirements before release for offenders convicted of violent crimes on or after July 1, 2014, requiring 50% of sentence for crimes of violence and 25% for other offenses.

Maintains existing parole restrictions for habitual offenders, sex offenders, those sentenced to life without parole, and offenders convicted of drug trafficking.

Requires the State Parole Board to establish parole hearing dates within 90 days of custody and schedule hearings within 30 days of the inmate's parole eligibility date.

Takes effect July 1, 2019.
