Allows students without documented immigration status or holding temporary visas to pay in-state tuition at Mississippi state institutions of higher learning and community/junior colleges if they meet specific eligibility criteria.

Requires eligible students to demonstrate five continuous years of state residency, a high school diploma or GED from Mississippi, current enrollment, and evidence of filing state income taxes before enrollment.

Requires eligible students to file an affidavit confirming they are not in removal proceedings and commit to filing a petition for permanent residency within 90 days of becoming eligible.

Clarifies that in-state tuition eligibility under this act does not confer domiciliary status or establish domicile for other purposes.

Grants students meeting in-state tuition requirements the same rights and benefits as other eligible students, including eligibility for state financial aid, effective July 1, 2019.
