Allows any qualified person to register to vote when applying for a motor vehicle driver's license or official identification card issuance, renewal, or address change with the Mississippi Department of Public Safety.

Requires the Department of Public Safety to collect voter registration information including name, date of birth, residence address, electronic signature, and a written statement under penalty of perjury attesting to citizenship, age, residency, and eligibility to vote.

Provides an opt-out procedure allowing applicants to affirmatively decline voter registration during the driver's license transaction, with declination information forwarded to the Secretary of State.

Mandates the Department of Public Safety forward completed voter registration applications to the Secretary of State within five days, who then forwards them to the appropriate county registrar within five days.

Effective July 1, 2019, and amends multiple Mississippi Code sections to incorporate voter registration through the driver's license process into existing election law procedures.
