Allows vehicle purchasers who traded in a vehicle to a dealer to retain and reuse the license plate from the traded vehicle on the newly purchased vehicle if the plate is the same series, authorized for the vehicle type, and issued in the same county.

Permits sellers or transferors of vehicles (other than dealers) to retain and reuse a removed license plate on another vehicle being registered for the first time, subject to the same series, vehicle type authorization, and county requirements.

License plates may be retained instead of surrendered to the issuing authority, with remaining tax year credit still allowed on the surrendered plate or applied to taxes on another vehicle.

Effective date is July 1, 2020.
