Establishes a statewide special election on November 5, 2019, to determine whether the Confederate Battle emblem should be removed from the Mississippi state flag.

Secretary of State provides ballots to county election commissioners; state bears ballot printing costs while counties cover other election expenses.

Creates a Commission to Redesign the Mississippi State Flag if voters approve removal, with 17 members appointed by the Speaker of the House (3), Lieutenant Governor (3), and Governor (11).

Commission must submit a new flag design that does not include the Confederate Battle Flag to the Governor and Legislature by January 1, 2021, for legislative adoption during the 2021 Regular Session.

Amends election code sections 23-15-351 and 23-15-355 to govern ballot printing and expense payment for this special election.
