Authorizes the issuance of up to $100,000 in state general obligation bonds to assist Sunflower County in researching windmills and other forms of wind energy as a viable power source for the county.

Creates the "2019 Sunflower County Wind Energy Research Fund" within the State Treasury, maintained separately from the General Fund, with unexpended amounts and investment earnings remaining in the fund rather than lapsing.

Bonds may be issued until July 1, 2023, with maturity not exceeding 25 years from the date of issue and interest rates not exceeding limits set in Section 75-17-101, Mississippi Code of 1972.

Full faith and credit of the State of Mississippi is pledged to pay bonds; if appropriated funds are insufficient, the State Treasurer shall pay any deficiency from other state funds.

Remaining fund balances after project completion, abandonment, or determination that projects cannot be completed timely shall be applied to pay debt service on the issued bonds.
