Amends Section 37-15-31 of Mississippi Code to require approved student transfers between school districts to remain in effect until the student graduates from high school, unless the student's residential address changes after the transfer is approved.

Applies to transfers approved by mutual consent of both school boards involved in the transfer.

Maintains existing procedures where both school boards must act on transfer requests within specified timeframes, with failure to act constituting rejection.

Preserves all existing exceptions and requirements for other types of student transfers (employee dependents, adjacent district transfers, etc.).

Takes effect July 1, 2019.
