Enacts the National Popular Vote Interstate Compact into Mississippi law, effective when states with a majority of electoral votes join the agreement.

Requires member states to conduct statewide popular elections for president and vice president, with each state's chief election official determining the national popular vote total across all member states.

Directs each member state to appoint its presidential electors in association with the presidential slate that wins the national popular vote total, rather than the state's own popular vote winner.

Agreement takes effect on July 1, 2019, and member states can withdraw except within six months before the end of a presidential term; terminates if the Electoral College is abolished.

Brings forward existing Mississippi election code sections (23-15-771, 23-15-781, 23-15-785, 23-15-787, 23-15-789) governing presidential elector selection for potential amendment.
