Makes it a misdemeanor (fine of $25-$250) for any person or entity to violate a mother's right to breast-feed in any public or private location where she is otherwise authorized to be.

Directs State Department of Health to distribute breast-feeding education video to other state agencies providing benefits to women of child-bearing age, and requires child care facilities to provide sanitary breast-feeding spaces and display breast-feeding promotion information.
