Amends Section 37-61-33, Mississippi Code of 1972, to require all monies from the 9.61% of Education Enhancement Fund designated for classroom supplies be allocated in full for that specified purpose.

Applies to classroom supplies, instructional materials, equipment, computers, and computer software distributed to eligible teachers through procurement cards issued by school districts.

Prohibits classroom supply funds from being expended for administrative purposes and requires funds to supplement, not replace, other available local and state funds.

Specifies that unexpended amounts from procurement cards carry forward and combine with the following year's allocation for redistribution to teachers.

Takes effect July 1, 2019.
