Authorizes issuance of up to $1,500,000 in state general obligation bonds for North Bolivar Consolidated School District improvements, with no bonds to be issued after July 1, 2023.

Allocates up to $750,000 for repair, renovation, rehabilitation, and/or replacement of heating, ventilation, air conditioning systems and water and plumbing systems at Broad Street High School.

Allocates up to $750,000 for upgrades to the vocational and technical education program at John F. Kennedy Memorial High School.

Creates the "2019 North Bolivar Consolidated School District Improvements Fund" in the State Treasury to receive and disburse bond proceeds under direction of the Department of Finance and Administration.

Pledges the full faith and credit of the State of Mississippi to guarantee bond payments; bonds are exempt from state taxation and constitute legal investments for trustees, banks, and insurance companies.
