Authorizes the issuance of $13,193,500 in state general obligation bonds to assist the Jackson Municipal Airport Authority with airport improvements.

Creates the "2019 Jackson Municipal Airport Authority Hawkins Field Airport Improvements Fund" with up to $3,000,000 to fund planning, design, construction, historic terminal preservation, and property acquisition at Hawkins Field Airport.

Creates the "2019 Jackson Municipal Airport Authority Jackson-Medgar Wiley Evers International Airport Infrastructure Improvements Fund" with up to $10,193,500 to fund an access road connecting to East Metro Parkway and sewer, water, natural gas, and electrical infrastructure improvements.

Establishes that the State Bond Commission shall act as issuing agent, with bonds maturing no later than 25 years from issuance and no bonds to be issued after July 1, 2023.

Pledges the full faith and credit of the State of Mississippi to guarantee payment of bonds and interest, with bonds exempt from state taxation and eligible as legal investments for state fiduciaries and financial institutions.
