Overdue child support payments remain owed to the custodial parent or guardian after a child's emancipation unless the court specifically determines otherwise.

Limits the amount withheld from lump-sum payments (such as severance) for child support arrearages to no more than what would be withheld if the lump sum were paid as regular earnings.

Clarifies that employers receive a $2.00 fee for each pay period from which income is withheld for child support, with the fee deducted from the obligor's income in addition to support payments.

Effective July 1, 2019.
