Increases annual insurance premium tax revenue deposited into the Municipal Fire Protection Fund from $4,850,000 to $6,350,000, distributed to municipalities on a population basis.

Increases annual insurance premium tax revenue deposited into the County Volunteer Fire Department Fund from $4,850,000 to $6,350,000, distributed to counties on a population basis excluding municipal residents.

Designates $250,000 annually from each fund for training of municipal and county personnel on building codes compliance and windstorm mitigation programs, with unused amounts returned to the respective funds.

Adds new provision allowing counties to use equipment or property owned by the county for use by any legally created fire department at the board of supervisors' option.

Effective date: July 1, 2019.
