Establishes the Mississippi Rural Fire Truck Equipment and Apparatus Grant Program under the Mississippi Insurance Department to provide grants to rural fire departments for firefighting equipment and apparatus.

Requires rural fire departments to provide matching funds on a 50-50 basis with state grant funds and submit proposals according to department procedures and criteria.

Creates a special fund for the program in the State Treasury that retains unexpended balances year-to-year and deposits all earned interest back into the fund.

Imposes an additional $5.00 quarterly fee on all registered sex offenders under Mississippi Code Section 45-33-25, with collected fees deposited into the Rural Fire Truck Equipment and Apparatus Grant Program Fund.

Takes effect July 1, 2019.
