Authorizes county boards of supervisors to require social security card, driver's license, or state identification number from persons opening garbage or rubbish collection accounts, effective July 1, 2019.

Prevents issuance or renewal of driver's licenses by the Commissioner of Public Safety if the applicant is delinquent on county garbage fees, after proper notice and hearing opportunity.

Allows boards of supervisors to report unpaid delinquent garbage fees to consumer credit reporting agencies after providing notice and a hearing opportunity.

Requires boards of supervisors to notify the Commissioner of Public Safety of delinquent garbage fees within 90 days, with designated county officials coordinating with the Commissioner regarding driver's license holds.

Maintains existing provisions that garbage fees constitute a lien on property and can be collected as a special assessment on tax rolls, with a monthly penalty of up to $1.00 or 10% on delinquent balances.
