Allows certified law enforcement officers and certified part-time law enforcement officers employed by counties or municipalities to use official vehicles while performing private security services during off-duty hours.

Requires governing authorities of municipalities and county sheriffs to approve vehicle use on an employee-by-employee basis, not by general order, with approval documented in public records.

Mandates that approving authorities determine the proposed private security employment will not bring disrepute to the jurisdiction or law enforcement agency and will promote public interest.

Requires private security employers to hold harmless and fully indemnify the employing jurisdiction for all expenses, losses, and attorney's fees arising from officer actions during private security work.

Takes effect July 1, 2019.
