Extends the State Department of Health's authority to make grants under the Mississippi Qualified Health Center Grant Program from July 1, 2019 to July 1, 2024.

Grants totaling $4,000,000 per state fiscal year may be awarded to qualified health centers, with no single center receiving more than $200,000 per calendar year.

Grant funds must be used to increase access to preventative and primary care services for uninsured or medically indigent patients, and to create or expand services including medical, dental, optometric, laboratory, diagnostic, pharmacy, nutritional, and social services.

Establishes an advisory council composed of two department employees, two qualified health center executives, two affiliated healthcare providers, and one unaffiliated primary care provider to review and recommend grant awards.

Prohibits grant funds from replacing federal funding, financing real estate investments or existing debt, and requires recipient centers to certify non-discrimination policies.
