Amends Section 21-3-5 to allow governing authorities of code-charter municipalities to delegate duties to fire, demote, discipline, and suspend employees to the mayor, department heads, or chief administrative officer by ordinance requiring a two-thirds vote.

Requires the board of aldermen to retain the right to review any personnel decisions made after delegation of such duties.

Prohibits adoption of delegation ordinances within 90 days prior to regular municipal elections, and requires the delegation to expire at the end of the governing authorities' term of office.

Brings forward Sections 21-3-15 and 21-3-25 of the Mississippi Code of 1972 regarding mayoral powers and the establishment of chief administrative officer positions in municipalities.

Effective date: July 1, 2019.
