Brings forward Section 19-5-313 (emergency telephone service 911 charges) and Sections 19-5-331 through 19-5-343 (enhanced wireless emergency telephone E911 service) for amendment purposes.

Establishes a Commercial Mobile Radio Service (CMRS) Board with eight members appointed by the Governor to oversee wireless E911 services and collect a $1.00 monthly charge per CMRS connection statewide.

Requires CMRS providers to collect and remit E911 charges monthly to the board, with 30% deposited into the CMRS Fund for administrative costs and provider compliance expenses, and at least 70% distributed to emergency communications districts based on CMRS connections.

Imposes a $1.00 E911 charge per prepaid wireless retail transaction, collected by sellers and remitted to the Mississippi Department of Revenue, which distributes funds to the CMRS Board after retaining up to 2% for administrative costs.

Establishes penalties for misuse of wireless emergency telephone service, ranging from fines up to $500 and 30 days jail time for misdemeanors to fines up to $5,000 and three years imprisonment for felonies involving charges exceeding $100.
