Amends Section 71-5-353 of Mississippi Code to authorize the Mississippi Community College Board to establish an industrial certification grant program using monies from the Mississippi Workforce Enhancement Training Fund Treasury Account.

Industrial certification grant program applicants must demonstrate financial need and apply through their community college using criteria established by the Mississippi Community College Board.

Adds industrial certification grant program as an authorized use of Mississippi Workforce Enhancement Training Fund alongside existing employee productivity training funded at no charge to employers and employees.

Effective date is July 1, 2019.
