Authorizes courts to require successful completion of workforce training at a community college or workforce development center as a condition for withholding acceptance of guilty pleas under nonadjudication provisions in Section 99-15-26.

Allows workforce training completion to be included as a term in pretrial intervention program agreements under Section 99-15-117.

Requires the Department of Finance and Administration to transfer $2,000 from the Mississippi Department of Corrections budget to the Mississippi Community College Board for each person who successfully completes the workforce training.

Directs the community college funds to be disbursed to the specific community college where the person received training or the college affiliated with the workforce development center.

Takes effect July 1, 2019.
