Transfer law enforcement personnel, equipment, permits, weigh stations, and funding from the Motor Carrier Division of the Mississippi Highway Safety Patrol (under Department of Public Safety) to the Mississippi Department of Transportation, effective July 1, 2019.

Amend Section 77-7-16 to make the Mississippi Transportation Commission solely responsible for supervising and inspecting motor vehicle safety and enforcing Motor Carrier Regulatory Law, removing references to the Highway Safety Patrol's Motor Carrier Division.

Maintain all transferred employees' existing salaries and benefits, with rank and structure revised through the Department of Transportation as needed for proper supervision.

Update statutory references so that all law enforcement duties under the Motor Carrier Regulatory Law of 1938 previously performed by the Department of Public Safety are now construed as duties of the Department of Transportation.

Bring forward Sections 25-13-3, 77-1-19, 77-1-21, and 77-1-27 of Mississippi Code for possible amendments related to retirement systems and employee provisions.
