Allows qualified persons to register to vote when applying for a driver's license, renewal, or address change with the Mississippi Department of Public Safety, with an opt-out provision available.

Requires the Department of Public Safety to collect voter registration information including name, date of birth, address, electronic signature, and a written statement under penalty of perjury confirming citizenship, age, residency, and absence of disqualifying felony convictions.

Mandates the Department of Public Safety forward completed voter registration applications to the Secretary of State within five days, who then forwards them to county registrars within five days, with unsigned applications to be filed and maintained separately.

Establishes that voter registration applications completed through this process are treated as completed applications, with registration date set as the date the person completes and signs the form at the driver's license office.

Takes effect July 1, 2019, and amends Mississippi Code sections 23-15-11, 23-15-33, 23-15-35, 23-15-39, 23-15-41, 23-15-79, 23-15-95, and 63-1-19 to implement automatic voter registration procedures.
