Requires the Department of Corrections to provide direct written or electronic notice to the chief of police of Jackson prior to releasing any offender in the city, in addition to existing notice requirements to county sheriffs and municipal police chiefs.

Maintains existing requirement that the director of records provide at least 15 days' advance notice before releasing offenders due to discharge, parole, pardon, temporary leave, or other reasons (except for family sickness or death).

Requires special identification and prominent notice for offenders convicted of arson, with notification to all arson investigation officials in the relevant county and municipality.

Authorizes the Department of Corrections to conduct a pilot program with Jackson's Fresh Start Program to identify best services and practices for ex-offender re-entry.

Takes effect July 1, 2019.
