Expands the definition of "lobbying" to include attempting to influence procurement of materials, services, or construction by an agency, and promoting or attempting to influence the awarding of grants or contracts with any department or agency of state or local government.

Broadens the definition of "lobbyist" to include individuals employed by or contracted with private entities who provide consulting services but also engage in lobbying activities, and any individual attempting to influence members or employees of governing authorities, county boards of supervisors, utility districts, water boards, sewer boards, or similar local boards.

Specifies that individuals described in the expanded lobbyist definition cannot qualify for exemptions under Section 5-8-7.

Effective date is July 1, 2019.
